RTI Plus One
"The Maine Support Network (MSN), a 501 (c)(3) non-profit organization, applying with a consortium of seven
Maine school districts, seeks a five-year i3 Development Grant in response to Absolute Priority 3, Innovations
that Compliment the Implementation of High Standards and High Quality Assessments, and Competitive
Preference Priority 8, Innovations that Serve Schools in Rural LEA?s. The partners will support rural districts
to meet the RTI Tier I goal of 80% of students reaching grade level benchmarks in the core program all
students experience, reduce special education referrals, establish continuous improvement cycles in
participating districts, and create comprehensive K-12 RTI system models in the areas of reading/literacy and
behavior. The project will directly impact 60,000 students by the end of the fifth project year and regional and
statewide dissemination activities conducted with the project partners in years three through five will reach an
additional 71,000 students.
The Response to Intervention (RTI) Plus One Project will implement a strategic set of innovative strategies to
improve student achievement and close achievement gaps experienced by high need students in rural Maine
school districts. The project team unites the knowledge, skills, and experiences of the Maine Support Network
(MSN) and the Public Consulting Group (PCG) related to RTI, reading/literacy, and behavior. The project
partners have substantive experience working with rural districts to implement systemic change and have
successfully overcome a number of common barriers faced by rural districts."
